1. The contradiction: dangerous witches, legal magic tools
In the story, humans use magic tools. The witches themselves are watched and persecuted, yet magic technology that humans control gets put to work.
Witch
Thinks for herself, grows, can rebel
→ can't be controlled
Magic tool
Purpose, owner and way to shut it off can all be fixed in advance
→ can be controlled
The issue isn't only danger. It's about who owns magic and who profits from it.
2. Maybe only the ability is being moved into tools
How magic tools are made hasn't been spelled out yet. The most obvious theory goes like this:
Capture a witch
→ analyze her unique magic
→ extract or copy the ability
→ seal it inside a tool
→ humans use it
If someone exists whose own magic is taking abilities and giving them to others, that one person could keep the Surveillance Bureau's whole industry running.
3. "Memory transfer," seen through the Wheel Boy's amnesia
If there's a character who lost not just an ability but also their memories, then what gets extracted may not be raw magical power. It may be the memories, personality and experience needed to use the ability.
The person
The body remains
Loses memories, skills and part of their personality
The magic tool
Holds how to use the ability
Past memories
Remnants of a personality
Keeping someone alive while their personality is drawn out and turned into a tool fits this story's institutional cruelty better than killing them to take the ability.
4. Volume 3 confirms the link between objects and memory
According to the official synopsis of Volume 3, the moment Nona passes her needle through a broken necklace, the pasts of Raroudo and Giiru flow into her. She follows the "threads of cause and effect," and the memories of the two are unraveled.
This shows that Altare can connect not only to an object's physical structure, but also to the relationships, past and memories left in it.
Repair an object
→ connect to the cause and effect left in it
→ read past memories
From here, it would be a natural next step for her power to evolve into stitching memories back into the person who lost them.
5. The hero's power is a perfect counter to the enemy's system
If the Surveillance Bureau is an organization that cuts people off from their abilities and memories, then Nona is the hero who ties them back together.
The enemy
Separate, extract, seal, control
Nona
Connect, repair, return, free
In the finale, her role is likely not just to smash the magic tools, but to return the sealed abilities and memories to their rightful owners. Her power isn't a fighting skill. It's built to solve the problem at the heart of the whole story.
